[ANN] Dilbert Daily Strip Plug-in 1.3.1 for IDEA 10.0 or later

Yesterday's 1.3.0 release didn't fully implement IDEA's "dumb" mode -
although the toolwindow itself was made available during background
indexing, the toolbar buttons weren't.

The keyboard shortcuts for the toolbar actions now also work once more.
