[ANN] Changes Bar 1.6.2 Available

Changes Bar 1.6.2 available via the plugin manager.

New Fixes in 1.6.2:
- Fix to NPE in 'Active Changelist Scope'
- Collision detection now disabled during VCS commit
- Added code to cleanup old empty collision changelists if detected

Thanks to Taras Tielkes for fixing the NPE in the 'Active Changelist
Scope' code.

Please note that only Selena is supported as version 7 specific OpenAPI
is now being used.
