Wizard plugin 0.5b internal version

Hello,

Version 0.5b available from PluginManager. It have new wizard for plugin project creation.

But i post very bugly and not tested version, please keep in mind that:
1. After install plugin, you maybe get NPE at first Wizard invocation. To fix it, close IDEA and open it again.
2. This version used scrambled internal api and will work only with 1162 build (and maybe 1165), this version not work with 1167 and above. I will fix it in next version.
