[ANN] PsiViewer 2.14

I believe we finally nailed this jumping caret to its proper position this
time ( until somebody proves it otherwise... ;) )
The PsiViewer behaves now just like the Structure View:
if "autoscroll from source" is on, the PsiViewer will update itself after 1
second of inactivity. This way it is much less demanding on resources while
typing
