How to get Library's

From a plugin I would like to get at the dialog that is used when
configuring libraries within IntelliJ. In other words I would like to use
to create a library and then to be able to retrieve that libary and all the
jars that are in the classpath, sources path and doc paths.

I've attached a picture of the dialog I mean.
