Push Pin - How to get it to appear on ToolWindow??

I have a plugin I am working on that has a ToolWindow. However, my ToolWindow doesn't have the Push Pin icon like the other ToolWindows. How do you make this appear? Is this a new IDEA build feature? I created my plugin awhile back on older builds.
