How can I make the "checkout file?" dialog come up when editing a read-only file?

I know there has to be a way, but I can't find it. What is the recommended way to handle read-only files with plugins that modify the contents? I've looked through several plugins from the Twiki, but everyone seems to just ignore the issue (and therefore get the "an error has occurred" dialog).
