QuickDoc not working at all

As per https://youtrack.jetbrains.com/issue/IDEA-143619, QuickDoc stopped working over the past few weeks, and it seems like it needs more attention than the "Normal" priority would suggest.

Please get the latest EAP build, and generate log as per instructions added to the issue.
