How can I stop or close all running program in Debug or Run Tool?

Right click on a tab, Close All:

And if "Close All" is not stopping your services, you'll need to enabled this:

Preferences > Appearance & Behavior > System Settings > On Closing Tool Window with Running Process > Terminate Process
