Every additional distribution format for each EAP build has a non-zero cost for us in terms of download storage space and time needed to release EAP builds.
Note that in order to ensure correct operation of IntelliJ IDEA, you need to install each EAP build in a clean directory.

No, what he means is you download the exe and change the extension locally so your zip program opens it instead of running it.
This doesn't work either. Our installer is compressed with the LZMA algorith as implemented in NSIS; I'm not aware of any zip programs capable of unpacking such files.

In the download just replace the .exe suffix with .zip and it works.
