98.520- Community Edition and Rollback

Rollback seems permanently disabled in the contextual menu as well as the Version Control menu.  All other CVS functions seem to work normally.  I can update and get a clean copy of any file, see its cvs history, etc.  Once I make change to a file, I'd expect the Rollback menu item to be selectable, but alas, it remains greyed out.
