Scope 'All'/'Project and Libraries' missing

I'm running Intellij Ultimate 13.1.3, for some reason I don't have the 'All' (or otherwise known as 'Project and Libraries') scope that is supposed to be predefined, either in the Search Settings or in the Project Tool window.  From what I remember it was there at one point, what has happened to it?
