Project Settings Too Wide - Can't See Buttons
I see that something similar to my issue is an old JIRA:

Most of us tend to use our "widescreen" monitors in the "portait" position
(i.e., rotated 90 degrees), so that we can see more code vertically.
However, this means that dialogs such as the Project Settings are forced to
scroll horizontally. And in many cases, you can't even see the buttons until
you scroll. For a while, I didn't even know the buttons were there because
they were not visible! See attached image.
I'd strongly suggest that the buttons be moved out of the scrollable area so
that they're always visible.

You've got a point there, but if you use the default view (instead of classic view), then you'll loose the left most pane and that'll prevent you from any horizontal scrolling.

I noticed that as well. But ironically, I think more people use classic view.
I don't believe so. A long time ago I also used the classic view, but I've
learned to use the default view. It's quite acceptable.
But this does not mean, that the Settings dialog does NOT have usability
problems.

I guess I'm just too used to the "classic" view, which I find more
comfortable since I've been using IDEA since 1.0.
