Sorry but how to reopen a "fixed" bug/cosmetic?

I requested a cosmetic to provide shortcut key to create new module/JDK/library in Project Structure dialog (http://www.jetbrains.net/jira/browse/IDEADEV-8813) but it didn't fix yet, as I checked with build 5650. How can I reopen it? Can I do this by posting a comment?
