Subversion multimoduled project

I've project (1) with several modules, some of them are placed in a project's subversion repository (1) and some - in another project's subversion repository (2).

Problem is that when i try to commit or update a project - only modules from project (1) are committed/updated. I've to commit or update modules from repository (2) manually.

Is it a normal behaivour or a bug?
