intellij / tomcat debugging problem

I have iis 6.0 with tomcat 7 on windows.  I am running intellij 10 and have the debugging host set to localhost and the socket is set to 8000.  Tomcat is running, but when i start the debugger it says 'connection failed'... any pointers?
