Navigation bar for *package* view?
Has this ever been discussed or requested? I would much rather the have the navigation bar be based on the package
view so that both code and tests are easily accessible.

Am I right that you would like to merge all classes located in different locations, but specified in the same package, to one logical folder? NavBar now shows your project's file structure. However, I think it's possible to make something that looks like NavBar, but for packages. If I'm right, could you please create a feature request in YouTrack? http://youtrack.jetbrains.net/dashboard#newissue=yes
