Changes view, change preferences later

Hello Ronny,

Version Control | Background | VCS History Cache Settings

First time pressing 'Refresh' in the Changes view:

I get a dialog with some preferences for refresh interval etc:

If I want to changes those preferences later, where do I do that? (say
you incidentally forgot to check the checkbox)

I was looking for a preferences button or something in the Changes panel.
