How do I preserve position of tool window icons across projects?

This is with IDEA 95.24.

I like being able to position the various tool window icons/buttons ("Projects", "Changes", "Find", "Todo"), but my re-positioning is getting lost when I open a new project. Is there a way to set up a default? For example, I want my "Changes" button to anchor on the bottom left. I'm working quite a bit with branches right now and switching between projects constantly, and the buttons are returning to their default position for new projects.
