Closing
I wish Intellij used the conventional X in the upper right of anything
that can be closed. It has so many different conventions for how you
close things I waste time again and again trying to get rid of
something.
IntelliJ has all kinds of tiny icons. I never use them because I don't
know what they are for. I don't know what they are for because they
don't have hover help(tool tips) to let me know roughly what they are
for.

Can you please give some examples? To my knowledge and experience, most windows do have the standard close icon. Some popups, like the code completion popup, do not. (But that is pretty typical of most IDEs). In those cases the "Esc" key can be used to close the window or popup (even on those that do have the X icon). I think just about anything and everything can be closed with the Esc key. To my knowledge, using the Esc key to close a window is standard among all major operating systems. What other conventions are you seeing for closing things?
Again, can you give some examples or screenshots? Most, if not all, icons on the menus. toolbars, tool windows, and dialog boxes I see have tooltips that show when I hover over them. If you are not seeing that, then I wonder if there is another issue somewhere.
