Why is SVN cherry picking disabled for most changesets?

I've tried to cherry-pick some changes with Repository -> context menu for a changeset -> Subversion -> Integrate To Branch. However, for most changesets (but not all!) the commands in the Subversion menu are disabled. Why? Subversion 1.6 client, 1.5 server.
