I just remember the history several years ago, when Jetbrains visited St. Peterburg. They gave idea cd with crack and said that cracking is OK, 'cause there was no Jetbrains office in Russia

I think you've got a false report... Just a pirate's tale. It sounds way too bizarre to me. Especially because IntelliJ has always been based in St. Petersburg, Russia - to my knowledge. The fact that their HQ is officially in Prague has probably to do with technicalities/taxes, etc.
