WebStorm doesn't provide any support for Google App Engine.
You need PHPStorm (http://confluence.jetbrains.com/display/PhpStorm/Getting+Started+with+PhpStorm+as+Google+App+Engine+PHP+IDE), PyCharm (http://www.jetbrains.com/pycharm/quickstart/appengine_guide.html) or Idea (http://www.jetbrains.com/idea/webhelp/google-app-engine.html) to work with it
