Can't use Terminal panel

I'm experiencing problems with Terminal window. I can  open Terminal panel with Alt+F12, or by clicking on icon in bottom - left corner. But I can not create any new terminal tab and also can't  type in anything in the terminal window. Terminal panel seems like being disabled hovewer terminal plugin is enabled and I've tried  to set it up with cmd.exe with and without abosulte path specified (see [1]). I've  also tried Windows Powershell but with the same result. The issue applies to the version 9 and also latest 10.

Could you please advice how to sort out this issue?
