#688: Local VCS window

Local VCS window itself is resizable on my system (Windows), but double
click on the header does not work. System menu also does not contain
maxinize/minimize/restore. Window can be resized by dragging its border

its size and position is remembered by IDEA, so it is not a big deal. But
still, it is a small cosmetic bug...
