JRE Issue: proposed solution

It seems reasonable and satisfies all parties. (Let's see)


1. Jetbrains posts a link to the JRE they want us to use

2. We download it. Once.

3. From this point on, we can download a version of the build without the
JRE.

4. A link is also available for builds with the JRE included.
