Compass configuration

Attached are pics of my config.

I have followed the instructions for using a windows config and setting up Compass.

When the watcher executes to compile the SCSS it returns the error message "Individual stylesheets must be in the sass directory."

What am I missing? I have spent several hours trying to find this on my own so help is very appreciated.
