Scope based stuff

I just though about scope based inspections and turning off
html-validation globally. This all fit's nicely together.
Why not combine this? The scope pattern has to be extended to include
both, a set of directories and a list of file types it applies to.
Then hector's configuration can be on scope base. As it includes the
error's profile we also have scope based inspections.
