Anybody knows of a utf-8 encoding bug ?

I open a new project.
Insert a nre HTML file.
Encoding is set to utf-8.
I insert some Hebrew letters in the body part.
Save.
Debud.
Letters not displaying correctly
I close WebStorm.
Open Notepad.
Throw the file inside, then save-as, and choose utf-8.
Notepad asks if I want to replace the file.
I confirm, the file is saved.
Now it works !!!

Never happen to me before in WebStorm, I doneloaded the file today !!! (19/10/2013)
