You should do as suggested -- contact sales@ . Regardless which kind of licence you have (a gift, open source or commercial one) you are still entitled for a support.
Because you are still actively participating in EAP program (submitting bug reports), I will not be surprised that they will have another free license available for you.
P.S. I had no problems upgrading my commercial licence -- I just clicked the link from email and had my licence details filled automatically :)

Seems like it would be much easier to buy new license than deal with jetbrains website, post questions in this forum, write to their support, etc...
