Can't get rid of obnoxious pop-up
How do I stop these pop-ups? They're now showing while my mouse is hovering two lines above the line the pop-up is coming from;
I don't know how to stop these or just get them out of the way; I don't mind inspections and validations if they just stop popping up in front of my mouse or over the code.

What tooltip delay is set in File | Settings (or PhpStorm | Preferences) | Appearance & Behavior | Appearance?
it's at 1200, the max. I need it at FOREVER
