2016.2.1 broken Oracle database connectivity

I had been using PyCharm to talk to an Oracle database until I installed 2016.2.1.  Now when I try to connect, I get the (unhelpful):

Error: Connection to Oracle - @vic28cm2.main.internal failed. IO Error: The Network Adapter could not establish the connection

I tried connecting to the same db from the same computer using PHPStorm and that worked perfectly first time so it makes me think something might be wrong with the latest version of PyCharm.
