How to use JPS Portable Cache in IntelliJ IDEA?

I wish to use portable JPS caches, and there seems to be an old plugin for that: https://android.googlesource.com/platform/tools/idea/+/studio-master-dev/plugins/jps-cache/

I also saw that it seems to have been integrated (or WIP?) with IntelliJ IDEA itself directly: Integrate JPS caches download into the JPS process : IDEA-283300 (jetbrains.com)

Is it available in the latest IntelliJ IDEA releases (CE or UE)? If so, how can I use it? If not, I'd assume I have to install it from source, since I don't see it available as a plugin either on the JetBrains marketplace.
