vcs operations number key not working since 2024.2.0

problem:

when pressed [ALT + `]  the vcs operations popup showed up,(ALT key is still pressed) then press number key 0-9, the IDE does NOTHING, unless the ALT key is unpressed and press the 0-9.

this is wierd since previous versions IDEA will do the operations as the number indicates while ALT is still pressed.

environment: windows11
