Check Settings | Editor | Code Style | HTML > Code Generation > Add spaces around block comments. And create comments with one of the shortcuts:
Note that there is a known issue with Vue projects: https://youtrack.jetbrains.com/issue/WEB-58115.
No problems, not critical.
