Prevent plugins installation in Intellij

Is there someway we can restrict users from installing new plugins? What i mean is create a list of allowed plugins or whitelist the plugins and only allow those to install in IDE. Can we do it via idea.properties file? Just like in VScode, we can create extensions.allowed, is there some way in Intellij? I am happy to see ideas related to Linux commands too. I mean restricting installation using linux commands but user should be able to update existing plugins.
