There a way to disable the hover displays and always show?

I got upgraded to PhpStorm 2024.3.5 and the file menu is always hidden until I click the quadruple bar icon

Likewise in the panels the top right icons are hidden until hover.

I get some people might want this “clean” look but I just want them to always display and to not have to click the bars every time to find a menu.

The only option I see is “show main menu in a separate toolbar” but that just adds another bar taking up space.
