Can't select an interpreter

I've encountered a problem with PyCharm being unable to select an installed python interpreter. In the settings, python interpreter option, whenever I click to add a local interpreter, I pick the correct directory of installed python version, but it just goes back to “Add Pyton Interpreter” screen with an empty “Base python:” field. It does not matter if option “Generate new” or “Select existing” is picked in field “Environment:”. I've installed python version 3.11.8 and even the latest version, but they do not get recognised. My python directory is C:\Program Files\Python311\python.exe.
