Disable Click Through on MacOS

By default in macOS, you click on a window once to activate it, then again to perform an action in that window. Apple seems to have gutted this section from their human interface guidelines, but I found an old stackexchange post that references it: https://apple.stackexchange.com/questions/34446/enable-click-through-preferrably-for-all-applications

That user wants to enable click through, but personally I like the default behavior of macos. Unfortunately WebStorm doesn't respect this default behavior. VSCode doesn't either, but it provides the setting window.clickThroughInactive to return to the standard behavior. Does WebStorm have a setting to disable click through?
