Can't make pull request. Says "No changes" even though it shows changes

I installed a newer version of PhpStorm on a new computer, and the pull request feature seems to be working differently now. I've committed changes as you can see in the screenshot, but it says “No changes” at the bottom. What am I doing wrong?

I tried to reproduce the issue on my end (in 2026.1 RC version), but failed. The pull request was created as expected.
Are you able to create a pull request for the same source and target branches on GitHub web?
Is the mentioned issue occurring only for one branch or for all branches?
Which steps did you perform to reproduce the issue?
Which version of the IDE do you have installed?
