I am curious about the perpetual fallback license

Can I use it to access older versions than the fallback ver.

Suppose I have 2024.3 as my fallback ver. Can I downgrade or download and use an older version such as 2022.3 without an active subscription

From what I know,

1.I can access all minor versions of the major version I have perpetual fallback license to,such as 2024.3.{1,2,…}.

2.To access later versions such as 2026.1 I would need a newer subscription.

3.You can download older versions of jetbrains IDEs using Toolbox or https://www.jetbrains.com/hub/download/other/

But the question I have doesn't seem to have a proper answer anywhere

You've got points 1 and 2 right: a 2024.3 Perpetual Fallback License covers 2024.3 and its bug-fix updates (2024.3.1, 2024.3.2, …), and 2026.1 or anything newer needs an active subscription.

A 2024.3 PFL doesn't cover earlier majors like 2022.3, though. The Toolbox Subscription Agreement defines a Fallback Version as *"the most recent Product Version that JetBrains made available for public purchase prior to the Fallback Date, along with any Bug Fix Updates for that Product Version"*. One designated major version, plus its minor patches. Earlier majors don't fall under it. Being able to download an older installer from the Toolbox App or `jetbrains.com/hub/download/other/` doesn't mean you're licensed to run it. The download endpoints are public; the license gates activation.

If you've let the subscription lapse and renewed at some point, your account may carry more than one fallback entitlement, each tied to a different major version. Sign in at https://account.jetbrains.com and look at the "Fallback ver." line on your main account page (or "Fallback/Covered ver." under the organization license list). Whatever shows up there is what you can activate. If 2022.3 isn't on the list, you can either renew the subscription or run the latest version with the free feature set introduced with the 2025.2 unified distribution.
