Rectangle surrounding code with warnings...what is it exactly

I am using the Community edition of Pycharm and periodically and what seems without warning, a rectangle pops up around sections of my code with small messages.  Then it quickly goes away.  What is this, how do I control it, and how do I use it?  (See attachment)
