I cannot understand why the IntelliJ Idea Ultimate Edition does not have a data inspection and the Run line marker icon is not displayed in the gutter in main methods?

Please clarify what inspection do you mean. Thanks.
Check also that you do not have File | Power Save Mode enabled and that highlighting is not disabled for the file: https://www.jetbrains.com/help/idea/changing-highlighting-level-for-the-current-file.html.
