PHPStorms - heap size

When I try to start any Jetbrains program (PHPStorms, IntelliJ, ...), it wont launch. Nothing pops up, also no process in task manager and I have tried to locate the log files but I can't find the map in my users folder so I suppose they're not being created. I reinstalled few times with/without the JRE. On my laptop this is not a problem.

I'm using Windows 10 on my computer and I have absolutely no idea what this means.

Edit: I tried starting now with cmd and it gives me this error :
