Can I purchase 'All products pack' for $60 discounted price in third year, after subscribing IntelliJ IDEA single pack for 2 years?

Only if you have the All Products pack subscription for at least a year. If you downgrade before you have the APP for a full year you won't have a fallback license for it.
When upgrading from a single product to the All Products pack you will start a new subscription, that is why the standard price of the Pack applies, with an automatic discount for the unused part of the previous license.
The Continuity discount is applied only when staying with the same product.

What about the opposite scenario? If I have an All Product license, then want to downgrade to a single product license, do I still get a continuity discount?
Actually, now the continuity discount is preserved in both options - if you upgrade an active single product license to the All Products pack and the opposite scenario - downgrading from APP to a single license will still keep the continuity discount, as long as the All Products pack license is still active at the time of the downgrade.
