Debugger step into step over not working

I am having an issue with the debugger in PyCharm. The step in and step over functions are not working. They have previously worked on this installation. I uploaded a short video of the problem as file 2018-05-16_14-48-18.mp4. Here is my PyCharm details.
PyCharm 2018.1 (Professional Edition)

Hi Bmacdonald! Where did you upload your video? Could you please create a n issue in our issue tracker https://youtrack.jetbrains.com/issues/py and attach all the necessary files there? Could you please also set env variable PYCHARM_DEBUG=True (you can do it in your Run configuration) and give us console output?

When I created the comment above there was a way to upload a file to an FTP site that I am not seeing anymore. Since I posted the comment I have done some uninstalling and reinstalling of PyCharm and, while I have experienced the problem intermittently since then, for the time being the problem has gone away. When/if I experience it again I will post an issue to the link above.
