Startup Lockup
Upon upgrading to PHPStorm 2018.2.3 PHPStorm does not get past startup/welcome screen. I cannot access preferences or anything else, it just locks. Any help would be much appreciated. Thank you.

What was the previous version? 2018.2.x or 2018.1 and older?
In any case: check idea.log for possible hints: Directories used by the IDE to store settings, caches, plugins and logs
