PyCham does not provide suggestions for newly installed packages for WSL interpreter

I'm using PyCharm version 2018.3. When I install new packages for virtual environment defined in WSL it does not update indexes and hence does not provide code suggestions. I've tried File > Synchronize as well but it does not work. However, Invalidate and Restart seem to work.
