PhpStorm 2018.3 RC works but 2018.3 Release doesn't

2018.3 Release doesn't work - it stays in memory and doesn't even show the splash screen. No errors, logs are basically empty.
However, 2018.3 Release Candidate works just as expected. I can't get it.
- Reinstalling - doesn't work
- New profile - doesn't work
- "Run as Admin" - doesn't work

Any proxy configured at inetcpl.cpl?
I've had a customer who had a similar issue, and the cause was the proxy.
It sure was the proxy. What a weird behaviour. Thank you.
