are you using IDE Settings Sync or Settings Repository plugins? Export settings and Import settings are intentionally disabled when these plugins are used to avoid confusion, as these actions export/import local settings rather than shared ones. I love the Sync option, but I wish that "Export Settings" was still available and don't see how that hurts anything personally. Perhaps I'm using sync for my own uses but I want to export my settings one time to someone else and don't see how that hurts. I can see how Import Settings would be confusing if you're using Sync, but I wish it was just a greyed out option and wish that Export settings was still available. I think it's more confusing that the options are removed, but these are just my opinions for whatever they're worth... maybe not much :)
Just a questions, if I'm using Sync and I want to share my settings with someone, do I just disable Sync, export settings, then re-enable my sync? And if I do this are there any potential problems? Will I lose any settings by doing so? I just want to be sure that disabling Sync doesn't hurt my customizations somehow is all.

No:( you will also need copying the files from
